Board of Directors Meeting
November 18, 2008
Board of Directors present:President Len Bulat, Kay Randazzo, Jerry Rickert,
Bruce Kean, Shirley Romano, Joe Furgasso, Treasurer, Walter Rowland, IPM representative,
Randall Hartline, Secretary, Rose-Mary Bulat
Board of Directors absent:Bill Cannon
Residents attending:Wayne Horsewood, Michael Romano, Lois Kean, Marion Cranston,
Eddie Miller, David Stevens, Virginia Kehoe, Dwight Kehoe, Suzanne Pellish, Joe Leonard,
Roger Jacobsen, Tom Savage and John Bivans
The meeting was called to order by President Len Bulat at 1:00 P.M.
The minutes of the last meeting dated October 21, 2008 were accepted by K. Randazzo
and second by J. Rickert. Ayes all.
A representative from GCO Carpet Outlet (Diane) spoke regarding new laminate commercial
flooring for the clubhouse and kitchen. She explained numerous types of flooring,
pros & cons, results of spillage, durability, etc. She answered many questions and will
get the board members names of other places of businesses with their flooring so the board
can inspect new flooring before a decision is made.
Treasurer’s report: W. Rowland discussed and explained the financial summary, operating
income, reserve account and manager’s account. He stated funds were moved from
Edward Jones to Union State Bank. The proposed budget for 2009 was discussed. J. Furgasso
motions to accept the 2009 budget. J. Rickert seconds. Ayes all.
ARB:
The following plans were submitted by the ARB for board approval:
- Burke---Lot 86--- 70 LeMans---paint color
- Hamel---Lot 168---565 Charlemagne---paint color
- Kersten---Lot 43---13 Leanore---enclosure
- Lockwood---Lot 247---552 Charlemagne---paint color
- Smith---Lot 492---121 Bordeaux Circle---paint color
K. Randazzo motions to accept the ARB recommendations. J. Rickert seconds. Ayes all.
Suggestions/complaints:
- A. Dwight Kehoe, chairman of the ARB, proposed several changes in ARB
responsibilities and procedures. The list consisted of four (4) changes.
This was reviewed by the board members and only number 4 was rejected.
The changes will be modified on the ARB request form. J. Furgasso motions
to accept changes 1, 2 & 3. K. Randazzo seconds. Ayes all.
The changes will be listed in the January, 2009 newsletter. (They are also
listed here at the end of the minutes)
- B. Several complaints were made that the resident at 607 Charlemagne has
two (2) dogs. Two letters have already been sent and now this matter will go
to the Violations committee.
Old Business:
- A. Violation/fines
- 1. Melick…child in home…the resident has until the end of February 2009 to
remove the child from the home, otherwise court proceedings will take place.
- 2. Delaney…post light violation…L. Bulat and B. Kean have gone to court on
three occasions and the resident has “no-showed” each time. L. Bulat has written
a letter to the judge requesting that a final judgment be made in this matter.
- B. Audit…forthcoming this week per R. Hartline
New Business:
- A. Daley Lawn Care…K. Randazzo motions to accept the ratified proposal for needed
landscaping work around the buildings. J. Rickert seconds. Ayes all.
- B. Carefree pools…the state of Florida again inspected our pool after violations
should have been corrected by our pool company and some of the violations have not
been corrected and fines were imposed. R. Hartline will be meeting with our pool
company president regarding the non-compliance and fines.
- J. Rickert motions to start looking for another pool company. B. Kean seconds. Ayes all.
Audience Participation:
- Wayne Horsewood states the reserves need to be looked into with regard to the amount
of money put aside in our reserve account. The budget committee explained in detail why
the reserve account was reduced.
- Dwight Kehoe states the sidewalk near the 14th green on Fleur di Lis is
covered with weeds. The golf course manager will be notified.
Director's Input:
- B. Kean states there is car being painted in a driveway. The situation has been taken care
of by L. Bulat and B. Kean.
- K. Randazzo states that outside workers need to check in with the office before they
start working. R. Hartline will notify the companies at fault.
- L. Bulat states a violation letter will be sent to a resident following a complaint of
a car in the driveway without a valid license plate.
J. Rickert motions to adjourn the meeting at 2:30 P.M. J. Furgasso seconds. Ayes all.

Architectural Review Board (ARB) Changes Approved by the Board (11-18-2008)
- 1. The homeowner must advise the office when the work stipulated in the application
has been completed. The office will note this on the application in the property
file, and advise the ARB.
- 2. Upon completion of the work, the ARB will inspect the property to see that nothing
other that that which was approved was done. This will minimize several violations that
have occurred whereby the homeowner submitted specifications that conform to the
covenants, but then violated those covenants during modification. The ARB will
report these violations to the Board of Directors for further action.
- 3. All ARB applications will expire one year after the Board of Directors votes
to approve the application. If the work stipulated has not been completed, the home
owner must re-apply. The purpose of this is to avoid having a situation where an
application has been approved, and the Board or the Association subsequently change
the guidelines or covenants. The recent change in the paint color chart is an
example of this.
