Board of Directors Meeting
December 16, 2008
Board of Directors present: President Len Bulat, Kay Randazzo, Jerry Rickert, Joe Furgasso, Shirley Romano, Bill Cannon, Treasurer, Walter Rowland, IPM representative, Randall Hartline, Secretary, Rose-Mary Bulat

The meeting was called to order by President Len Bulat at 1:00 P.M.
The minutes of the last two board/special meetings dated November 18, 2008 and December 12, 2008 were both accepted by J. Rickert and second by S. Romano. Ayes all.
Treasurer’s report: W. Rowland reported and explained the manager’s account, financial summary and statements of income and expenses.
ARB:
The following plans were submitted by the ARB for board approval:
- Courtenay---Lot 360---100 Paris Court---enclosure
- Ferance---Lot 452---124 Versailles Circle---paint color
- Ferance---Lot 452---124 Versailles Circle---paint color (2nd request)
- Lavinski---Lot 477---121 Versailles Circle---paint color
Both requests for paint color by the Ferance residence were disapproved by the ARB. Courtenay and Laviniski requests were approved. K. Randazzo motions to accept the disapproval and approval of the ARB. J. Rickert seconds. Ayes all.
Suggestions/complaints:
- A. Dwight Kehoe, chairman of the ARB, discussed the revisions of ARB request forms. Samples of the new request form were given to the board members for perusal.
- B. Lloyd James complaining of abandoned home/property at 7 LeMans. Stray cats and other animals living under the home, high weeds and grass all over. The home is in foreclosure and the board will find out who is responsible for this residence.
Old Business:
- A. Violation/fines
- 1. Melick...child in home...the resident has until the end of February 2009 to
remove the child from the home...at this point there is a perspective buyer for the home.
- 2. Delaney...post light violation...L. Bulat and B. Kean will go to small claims for the fourth and hopefully the last time to settle this matter with the judge.
- 3. Dean...two dogs...resident to meet with the violations committee 12/17/08
- B. Audit...the only infraction noted by the audit firm was the fact that we do not include the manager’s/social account on our financial statement. After reviewing this matter, J. Rickert motioned to proceed as usual. K. Randazzo second. Ayes all.
- C. Clubhouse floor...each board member spoke and gave their opinion regarding replacing the floor. J. Rickert motions to get bids for the kitchen floor only and leave the main floor as is. J. Furgasso seconds. Ayes all.
New Business:
- Pest Control...we have received several bids for a new pest control company. It was decided to let Truly Nolen continue their services until the expiration of their contract at the end of July, 2009. Middleton Pest Control will service the annex building until the end of July, 2009 at which time a new yearly contract for all our buildings will be reviewed and voted on. K. Randazzo motions to accept the bid from Middleton. J. Rickert seconds. Ayes all.
- RPM Home Services...a proposal was given to the board for minor numerous repairs on the annex building. J. Rickert motions to hire RPM for this particular job. K. Randazzo seconds. Ayes all.
- Frank Fones & TJ Building...proposals for the cementing of the grass/weed area housed in the pool area. All board members were asked to inspect the area and this will be voted on at the next board meeting.
Audience Participation:
- Mrs. Armstrong presented a "drug card" that can save people money on their prescriptions if they have no insurance. She was asked to place this information in the next newsletter.
- Ginny Kehoe suggested our monthly activities and photos be posted on the bulletin boards in order to increase participation for these events.
- Tom Savage had several questions about the pest control.
- Arnie Hendricks asked who was responsible for the build up of water in the swales. He was informed that the county is responsible.
- Ron Coughlin asked about the termite problem in the annex. The termite problem has been corrected.
Director's Input:
- R. Hartline informed the board of a new federally mandated law regarding our pool:
Federal legislature passed the Virginia Graeme Baker Act on 12/29/07 as part of a
comprehensive energy bill (H.R. 6). This law, to prevent entrapment drowning and injury
at all public pools and spas in the United States, takes effect on December 19, 2008 at
midnight and requires all retro-fit, anti-entrapment drains to be installed by that
date. Riviera Golf Estates pool is defined by Florida Statute 514.011 as a public pool.
- Our pool will require retro-fit, anti-entrapment grate/drain covers. Since there is such
short notice regarding this new law, manufacturers’ are having delays in producing the
grates. K. Randazzo motions to keep the pool open and obtain the new equipment as soon
as possible. J. Rickert seconds. Ayes all.
- K. Randazzo states there is a new resident interested in running the Bocce
games. This will be posted in the next newsletter.
- Our secretary, Sheila Doyle, has been employed at Riviera for three years. K. Randazzo
motions to give her $1.00 an hour raise due to her increased responsibilities. J. Furgasso
seconds. Ayes all.
L. Bulat motions to adjourn the meeting at 2:15 P.M. J. Rickert seconds. Ayes all.
